The Directive to a large degree raises the requirements to strengthening work for economy of material and fuel and energy resources, involvement of local kinds of fuels into fuel and energy balance, identifies the new approaches and directions, determines responsibility of the managers and specialists of all levels for rational and efficient use of the resources.

According to the Directive No.3 the government of the Republic of Belarus, the Belarusian National Academy of Sciences and the republican authorities have corrected the Concepts of energetic security and improvement of energetic independence of the Republic of Belarus, the governmental complex program of modernization of the essential production funds of Belarusian power system, energy saving and increase of usage share of own fuel and energy resources in 2006-2010 in the Republic, the republican program for energy saving for 2006-2010, etc.

In compliance with the above mentioned documents in 2006-2010 in the Republic shall be provided the following:

• Decrease of energy intensity of gross domestic product by at least 31% against 2005;
• Attainment of economy of fuel energy resources at the expense of use of modern technologies, equipment and other energy saving measures to 9.14-9.87 million of tons of reference fuel;
• Growth of use of local kinds of fuel, secondary energy resources, nontraditional and renewable energy sources up to the level of at least 25 % of the production volume of heat and electric energy;
• Implementation of the electrogenerating sources of the summary electric power more than 1000 MWt.

The main program documents defining the priority directions of realization of the governmental policy within energy saving adjusted for the existing potential of energy resources economy and conceptual problems, are the republican energy saving programs for the period of five years, which are approved in the established order by the government of the Republic of Belarus.

At present the Republican program for energy saving for the period of 2006-2010 is realizing. It is approved by the Directive No. 137 of 02.02.2006 of the Council of Ministers of the Republic of Belarus.
