Sergei Ivlev was born on April 3, 1951 in Yuzhno-Sakhalinsk, Sakhalin region (the Russian Federation).
He graduated from the Belarusian State University in 1973 with a degree in “chemistry”.
From 1973 till 1992 S.A. Ivlev held various engineering and executive positions in the Belarusian Republican Centre for standardization and metrology, in Engineering and Design Institute PTO «Stroicomplex» of the Ministry of Construction of the BSSR, the enterprise «Stroicomplex» of the «Belbud» corporation.
Since 1992 he works in the State Committee for Standardization of the Republic of Belarus where he occupied posts from engineer till the head of the department of metrology and the radiometric monitoring.
According to the Resolution of the Council of Ministers of the Republic of Belarus of 30.10.2006 No 1433 S.A. Ivlev was appointed the Deputy Chairman of the State Committee for Standardization of the Republic of Belarus.
