He was born on June 18, 1957 in Vitebsk.
In 1979 he graduated from the Novopolotsk Polytechnical Institute with the speciality “industrial and civil building construction”.
In 2006 he graduated from the Academy of Public Administration under the aegis of the President of the Republic of Belarus and qualified on speciality “public administration of national economy”.
From 1979 he worked as a master, foreman, chief engineer of a number of construction organizations.
In the period 1995 – 2000 he was the Chairman of the Committee for Economy and Market Relations of the Vitebsk Regional Executive Committee.
From 2002 he was the Deputy Chairman of the Vitebsk Regional Executive Committee.
According to the Resolution of the Council of Ministers of the Republic of Belarus of 4 June 2009 No 729 Petrusha V.V. was appointed the Director of the Department for Construction Inspection and Surveillance of the State Committee for Standardization of the Republic of Belarus.
Petrusha V.V. is a member of Vitebsk Regional Council of Deputies.
