Leonid Shenets was born on January 4, 1955 in Elany, Svetlogorsk district, Gomel region.
He graduated from the Belarusian Polytechnical Institute in 1978 with a degree in «electric systems».
Until 1987 he worked as assistant foreman, foreman, senior foreman, deputy of machine shop manager of “Gomselmash” plant, head of bureau, assistant chief power engineering specialist, deputy chief engineer of Gomel Casting and Normals Plant PO “Gomselmash”.
From 1987 till 2003 he was the Head of Gomel Regional Department for supervision for fuel and energy resources rational use.
From 2003 till 2006 he was the First Deputy Chairman of the Committee for Energy Efficiency of the Republic of Belarus, from 2006 till 2008 – the Deputy Minister of Energetics of the Republic of Belarus.
Candidate of technical science.
According to the Resolution of the Council of Ministers of the Republic of Belarus of 27.02.2008 No 277 L.V. Shenets was appointed the Deputy Chairman of the State Committee for Standardization of the Republic of Belarus - the Director of Department for Energy Efficiency.
