CATALOGING

The governmental system of products cataloging (GSPK) has been functioning in the Republic of Belarus since 1997. Gosstandart implements general management, control and coordination of works for GSPK functioning.

A new information resource – subsystem of cataloging of energy efficient and energy saving products and materials – was established within the framework of the governmental system of products cataloging. This resource is constantly updating.

The objective of creation and functioning of this cataloging subsystem is the ultimate involvement of the most energy-efficient equipment and materials into the national economy. This cataloging subsystem is based on the concept of systematization and identification (unified description) of groups of homogeneous products.

All the products included into the data bank is systematized by the classification groups of the State Classifier of the Republic of Belarus 007-2007 “Industrial and agricultural products” and clustered in groups of homogeneous products. The main features of clustering in groups of homogeneous products are as follows: stages of manufacturing work, nature and process technology, kinds of raw material, properties and purpose of products.

Taking into account EU strategy within energy efficiency and the works in the field of standardization we may refer to the groups of energy saving products the following:

  • Alternative and local fuels from the secondary and renewable resources;
  • Equipment working on the alternative energy sources;
  • Heat-generating equipment;
  • Means of transport;
  • Household appliances;
  • Appliances for monitoring of power consumption;
  • Energy saving products and materials for construction.

To ensure identification and data analysis for each group of energy efficient and energy saving materials in the cataloging subsystem the common sets of features of the homogeneous products groups were developed.

Catalogue data formed for each kind of products present a set of consumer’s and service properties necessary for unified description of the product item and identification of energy efficiency indicators. List of properties for each group of products is developed on the base of the standards of the type BS (Branch Specifications), TS (Technical Specifications) and the standards of Quality Index System, and the other documents containing information of the indicators and characteristics. Operation of the energy efficient products cataloging subsystem will allow to:

  • Facilitate to carry out task for reduction of energy output of GDP (Gross Domestic Product);
  • Ensure reliable information of nomenclature of production output;
  • Analyze activity of the economic entities within energy saving;
  • Rise energy efficiency and competitiveness of the Belarusian products being based on the use of energy saving products and energy saving materials;
  • Provide the basis for creation of green power technologies.

In addition great attention is paid to formation of topical catalogues in order to assist a consumer in choosing energy saving products within operation of the cataloging subsystem of energy saving products. The catalogue shall demonstrate the energetic priorities of equipment to the consumers and allow making easy their choice. In turn, it will favor to encourage the manufacturers to continuously improve their technologies and achieve high classes of energy efficient equipment that shall contribute to be sparing with energetic resources.
