According to the Article 25 of the Law of the Republic of Belarus dated October 24, 2016 No. 437-З “On conformity assessment with technical requirements and accreditation of conformity assessment bodies”, the voluntary certification is carried out on the initiative of the applicant regarding the compliance of conformity assessment objects with technical requirements:

- technical codes of good practice

- governmental standards of the Republic of Belarus

- technical specifications

- international standards

- intergovernmental and other regional standards

- other documents in the field of technical regulation and standardization, which are not technical normative legal acts of the Republic of Belarus

- civil law contracts, including foreign trade contracts.

In case of voluntary certification, the applicant independently chooses the technical requirements for compliance with which it is carried out, and determines the nomenclature of monitored indicators. The nomenclature of these indicators includes in all cases safety indicators, if they are established by the technical normative legal acts in the field of technical regulation and standardization for this object of conformity assessment.

According to the Article 23 of the Law of the Republic of Belarus dated January 5, 2004 No. 262-З “On technical regulation and standardization”, if business entities voluntarily declare the mandatory adherence to the state standards of the Republic of Belarus, as well as if products, work, service or other object of standardization is voluntarily certified for compliance with the requirements of the state standard, they become mandatory for adherence.

In general, the product certification procedure includes:

- filing the application and technical documentation to the certification body (applicant);

- production control (applicant);

- analysis of technical documentation (certification body);

- product identification (certification body);

- sampling for testing, arrangement of product testing (certification body);

- product testing (testing laboratory (center));

- analysis of the state of production (certification body);

- issuance of a certificate of conformity (certification body);

- “STB” mark product marking (applicant).

Specific procedures and other issues of conformity attestation with the technical requirements are regulated by the Rules of conformity attestation, approved by the resolution of Gosstandart of July 25, 2017 No. 61.

Certification works are carried out by accredited certification bodies included in the Register of the National accreditation system of the Republic of Belarus.

The term for product certification by the legislation of the Republic of Belarus is not regulated. In general, it depends on a number of factors:

- availability (absence) of the entire set of documents attached to the application for certification of the applicant for the product certification;

- the need for sampling the products for testing, analysis of the state of production, product testing (depending on the scheme of product certification);

- the period of testing in the testing laboratory (center), which depends on the type of product and the indicators by which the tests are carried out.

Thus, the duration of certification may vary depending on the specific type of product.
