On consideration of draft interstate standards, a draft feedback form, plenipotentiary representatives of the Republic of Belarus in the Interstate Technical Committees for Standardization (ITC)

More than 26 thousand interstate standards (GOSTs) are used in the Republic of Belarus as governmental standards, playing an important role in industry and are aimed at improving the competitiveness and export orientation of Belarusian products.

These standards are in force in the Member States of the Commonwealth of Independent States (CIS), which signed the Agreement on coordinated policy in the field of standardization, metrology and certification (13 March 1992, Moscow) at the intergovernmental level.

The role of GOSTs increased immeasurably in the framework of the Eurasian Economic Union (Customs Union), as these standards are used to meet the requirements of technical regulations of the Eurasian Economic Union (Customs Union) (hereinafter - TR EAEU (TC)) and assess compliance with their requirements

Therefore in recent years, there has been a significant increase in the number of draft GOSTs coming to the Republic of Belarus for consideration. All drafts are received at the following stages:

- first edition of the draft GOST – for consideration;

- final version of the draft GOST – for voting.

The position of the Republic of Belarus on the draft GOSTs developed within the Interstate Technical Committee for Standardization (hereinafter - ITC), as authorized representatives are presented by the Technical Committees on Standardization (hereinafter - TC BY), whose scope of activities coincides with the scope of ITC.

The other ITCs carry out these works in accordance with the Order of the State Committee for Standardization of the Republic of Belarus (hereinafter - Gosstandart) of 03.02.2023 № 26 is performed by the Scientific and Production Republican Unitary Enterprise "Belarusian State Institute for Standardization and Certification" (hereinafter - BelGISS).

The decision on the draft GOSTs, developed outside the ITC, is made by Gosstandart.

Draft GOSTs are placed in the Automated Information System of the Interstate Council for Standardization, Metrology and Certification (AIS MGS), and organizing of their review is entrusted to the TC BY and BelGISS.

Draft GOSTs are considered in accordance with their scope of application by organizations interested in the ITC activities, members of the TC BY, republican bodies of state administration, leading scientific organizations and industrial enterprises.

When considering draft GOSTs it is necessary to take into account the legislation of the Republic of Belarus, the Eurasian Economic Union, the needs of the national economy.

In order to expand the circle of subjects of technical norm-setting and standardization, which may be involved in the consideration of draft GOSTs and whose reasonable opinion may be taken into account in revision of draft GOSTs, the lists of draft GOSTs submitted for consideration in the Republic of Belarus are placed on the website www.stb.by  according to the date of their placement in the AIS MSU.

These lists the GOSTs provide designation/type of work/information on the level of compliance with international and regional standards (if any), its name, as well as the final date of submission of comments and suggestions.

This request shall be sent as appropriate to those responsible for the preparation of the position of the Republic of Belarus on the draft.

Please note, in order for the comments and suggestions to be taken into account, the draft GOST feedback should be specific and substantiated and comply with the requirements of GOST 1.2-2015 "Interstate system of standardization. Interstate Standards, Rules and Recommendations for Interstate Standardization. Rules of development, adoption, updating and cancellation". The draft GOST feedback form is given below.
