Any interested organization may submit suggestions for the development of governmental standards in accordance with the Rules for the development of governmental standards of the Republic of Belarus approved by the Gosstandart Resolution of 12 July 2017 No. 59.
An application with the suggestion for the State Standardization Plan of the Republic of Belarus should be registered on the e-TC portal www.stb.by for consideration by the relevant National Standardization Technical Committee (TC).
After receipt of the suggestion, the National TC discusses the need for the standard in question with the appropriate experts on the e-TC portal.
If more than 50 % of the members of the National TC support the suggestion for the standard development, it is considered as accepted.
The development is included in the State Standardization Plan. The state authority or any other organization that organized the standard development approves the technical development task, and the developer proceeds with the preparation of the draft standard.
The draft standard is posted on www.stb.by and any interested organization can send comments to the developer.
The standard developer reviews the received comments and includes them in the feedback summary. As a result, a final version of the standard is prepared, which is also posted on www.stb.by and sent by the developer for metrological examination (to BelGIM, if necessary) and regulatory-technical examination (to BelGISS).
After the above-mentioned examinations have been made, the standard is submitted to the Gosstandart for consideration and approval.
In addition, the developer, in the prescribed form, gives notices of the beginning of the standard development and the completion of the consideration of the draft standard to inform all interested parties and ensure the transparency of the development process.
